How to use this page

Sierra Leone Maritime Administration (SLMARAD) operates the Sierra Leone registry and remains the decision-maker and issuer. Pharaohs Marine can review files, prepare checklists and coordinate submissions, but it is not SLMARAD, the Registrar, an RO, a training-centre approver or the issuer of Sierra Leone documents.

SLMARAD publishes initial, BBC IN, BBC OUT, special, yacht and mortgage routes. Current checklists name route-specific documents, provisional outputs and a 180-day permanent-stage filing rule; general processing time is not published.

Use this route for: Apply for Sierra Leone initial ship registration through SLMARAD's provisional and permanent stages.

Requirements for Initial registration
  • SLMARAD Application for Ship Registration (RE-DOC-08).
  • SLMARAD Know Your Customer Form (RE-DOC-11) with owner, operator and beneficial-owner identity or corporate records.
  • Notarized Bill of Sale or Builder's Certificate, as applicable.
  • International Tonnage Certificate and vessel particulars, including proposed name, IMO number, previous flag, class and RO.
  • Route-specific technical and RO records requested by RE-DOC-14, including Minimum Safe Manning application and Radio Accounting Authority letter where applicable.
Validity
  • Provisional registration: six months.
  • Permanent registration: five years under the Merchant Shipping Act and current checklist, unless terminated, renewed or otherwise affected by the route.

Use this route for: Apply for Sierra Leone bareboat-in registration while the vessel remains registered with its sleeping flag.

Use this route for: Apply for SLMARAD special registration limited to an accepted single voyage, demolition or other stated non-navigational purpose.

Requirements for Special registration
  • Special Registration Checklist (RE-DOC-18).
  • Know Your Customer Form (RE-DOC-11) and the special-registration affidavit stating the permitted purpose.
  • Identity, ownership and vessel evidence requested by SLMARAD for the stated voyage or demolition purpose.
  • Route-specific technical and radio records requested by the special checklist.
Validity
  • Provisional special registration: three months.
  • The special-registration affidavit states that the registration is limited to its stated purpose and is not renewable.

  • Provisional Certificate of Registry (COR) for the accepted special purpose.
Important conditions
  • SLMARAD must accept the stated purpose; no general commercial registration is implied.

Yacht registration

Use this route for: Apply for SLMARAD registration of a private or commercial yacht under the yacht checklist.

Requirements for Yacht registration
  • Yacht Registration Checklist and Procedure (RE-DOC-19).
  • SLMARAD Application for Ship Registration (RE-DOC-08) and Know Your Customer Form (RE-DOC-11), as applicable.
  • Bill of Sale or Builder's Certificate and International Tonnage Certificate or applicable simplified yacht measurement.
  • For a commercial yacht over 24 metres: Recognized Organization confirmation letter and Minimum Safe Manning application where required.
Validity
  • Permanent yacht registration: five years.
  • The current checklist labels provisional yacht registration as non-commercial; its duration is Not published in the reviewed official route.
Processing: SLMARAD states that private and commercial yachts can be registered within 30 minutes from successful submission of documents; this is not a universal acceptance or turnaround commitment for every yacht.

Use this route for: Record, transfer or discharge a vessel mortgage through SLMARAD's mortgage route.

  • Permanent Certificate of Registry or evidence that the vessel is permanently registered.
  • Transfer, discharge, encumbrance or lien records for the requested mortgage action, where applicable.

Class & Statutory

SLMARAD-authorized ROs conduct delegated statutory surveys and certification and report to the Administration. Circular No. 4 states that Sierra Leone vessels of 500 gross tonnage and above must carry valid class; current authority and vessel-specific scope require verification.

Use this route for: Arrange statutory surveys, audits, inspections, plan approvals and certification through an SLMARAD-authorized RO.

Requirements for Delegated statutory surveys and certification
  • Vessel particulars, IMO number, flag, type, gross tonnage, trade and applicable IMO instruments.
  • RO Confirmation Letter listing statutory and class certificates, approved plans/manuals and approval letters.
  • Current statutory certificates, approved plans/manuals, survey or audit records and deficiency closures.
  • Survey, audit, inspection or plan-approval request for the requested statutory output.
Validity
  • Certificate- and survey-cycle-specific.

Processing: Maritime Circular No. 4 states that statutory certificates should be issued no later than 30 days from the Initial Registration Certificate and copies reported no later than 3 working days after the survey, audit, inspection or approval; this is not a guaranteed end-to-end turnaround.

Use this route for: Obtain or maintain class certification through the selected SLMARAD-authorized classification society or RO.

Requirements for Class certification
  • Selected classification society or RO application for the requested class notation.
  • Vessel particulars, IMO number, flag, type, gross tonnage, service and technical drawings or plans.
  • Previous Class Certificate, survey status, recommendations and conditions of class, where applicable.
  • Current statutory certificates, survey reports, machinery and equipment records requested by the selected organization.

  • Class validity follows the selected society's class cycle and the expiry date shown on its certificate.
  • A universal class-certificate period is Not published in the reviewed official route.

The verified public seafarer route is SLMARAD recognition by CoE of an underlying CoC from an STCW-whitelisted or recognized party. SF-DOC-02 names Seaman's Book and rating selections, but complete issuance details are limited; a national Sierra Leone CoC route and approved-centre list are not publicly verified.
