Public detail is route-specific: registration checklists, certificate scope, full-term endorsement periods and processing times are not universal. DMA publishes staged international routes for standard flag change, provisional and permanent registration, bareboat, laid-up and single-purpose voyage cases. Government guidance separately covers certain local small-vessel and yacht registrations. The applicable checklist and processing time depend on the vessel and route, and no universal acceptance rule is published.

Use this route for: Apply through DMA's international registry for a standard change of flag after acceptance review.

  • Vessel Registration Request Form CDVR-1020.
  • Proposed vessel, intended owner, operator, classification society and trade-area particulars.
  • Ship Risk Profile CDVR-1034 information requested for DMA review.
  • CDVR-6001 Application for Foreign Maritime Entity, typically used for a standard flag change.
  • Corporate documents for the owning and operating companies, including beneficial-owner and shareholder passport copies.
  • Applicable DMA registration requirements checklist and route-specific technical, insurance and radio records.
Validity
  • Provisional registration certificates: three months.
  • Permanent registration certificates: until the anniversary date of initial registration; renewal certificates: an additional year.

Use this route for: Obtain DMA provisional registration while permanent-registration formalities are completed.

Permanent registration and annual renewal

Use this route for: Complete DMA permanent registration after provisional registration and renew the registration each year.

  • Closing Continuous Synopsis Record from the previous flag where required.
  • Insurance evidence for commercial operation.

Use this route for: Apply for DMA laid-up registration for a vessel placed in laid-up status.

Requirements for Laid-up registration
  • Vessel Registration Request Form CDVR-1020 or the DMA route request.
  • Applicable laid-up registration checklist.
  • Evidence of the vessel's laid-up status and ownership or operating structure requested by DMA.
  • Vessel, corporate, insurance and technical records required for the accepted case.
Validity
  • For vessels under 100 GT, the official fee schedule states a one-year laid-up registration certificate.

DMA publishes a five-year statutory survey programme, a recognized-organization framework and a separate annual flag-state inspection programme. Certificate-specific delegation, scope and expiry are not fully published, so current authorization and issuer must be verified for each vessel and requested output.
