How to use this page

The Naval Agency of the Republic of Moldova (ANRM/NARM) administers the State Register of Ships, flag-state functions and navigation-personnel documents. We review files, prepare route checklists, coordinate the proper ANRM or authorized-organization route, track requests and deliver issued documents where available. Our appointed surveyor can conduct applicable class or statutory survey work only when a current appointment and Moldova authority are confirmed; the named ANRM, society, inspector or training centre remains the issuer. The reviewed public material does not publish a complete current merchant-seafarer CoC/CoP or foreign-endorsement route.

Use this route for: Enter a qualifying maritime, river-sea or inland-navigation vessel in Moldova’s State Register of Ships and obtain the permanent nationality document.

Requirements for Permanent registration
  • Completed ANRM registration application and prescribed registration questionnaire.
  • Owner identity document or company-registration extract, plus administrator or authorized-signatory identity documents.
  • Proof of ownership, such as a sale-and-purchase contract, builder’s certificate, donation contract, inheritance certificate or final court decision.
  • Original previous-registry cancellation or deletion certificate and deletion-date evidence in the Continuous Synopsis Record.
  • Current good-seaworthiness, class, tonnage, freeboard and applicable passenger or inland-navigation technical-compliance certificates.
  • Current statutory or conventional certificates, Continuous Synopsis Record documents and recognized-organization acceptance or examination evidence, where applicable.
  • Encumbrance or pledge evidence and required consents, plus applicable oil-pollution insurance, customs documents, photographs and payment confirmation.
  • Power of attorney for an authorized representative, where used.

Source date, scope and limitations

Current named class list verified on the ANRM website: 27 general classification-society names, plus Russian River Register in a separate Danube-river tanker-only list, yielding 28 unique named rows. An older named RO-agreement list is also verified: ANRM Circular Letter No. 01-622 dated 24 December 2021 names Russian Maritime Register of Shipping, Poland/Polish Register of Shipping, and Korean Register of Shipping as the three societies with signed Moldova RO Code agreements. Important conditions

Training-centre list status No public named list verified

Policy-only/no current named list verified: the reviewed 2026 Government of Moldova STCW/seafarer-regulation draft requires ANRM to publish and update an approved navigator-training-institution list with certificate types, training confirmations and approval-certificate validity periods, but it names no centres. The current ANRM public certification and identity-document pages likewise publish no named approved maritime/STCW training-centre directory. Exact course scope, resolutions and expiry dates are therefore unavailable in the reviewed official sources.
