How to use this page

The Mongolia Maritime Administration handles ship registration, flag-state oversight and published foreign-certificate endorsement routes. Pharaohs Marine reviews the route, prepares the file, coordinates submission and tracks delivery. For class and statutory work, when our surveyor appointment and the appointing organization’s current Mongolia authority are confirmed, our appointed surveyor can conduct the applicable survey or audit and manage certification directly from our office through that organization; otherwise we coordinate with the owner-selected authorized society. MMA or the named RO remains the issuer. A general national Mongolian CoC, Seaman Book or CDC route was not verified.

Provisional registration

Use this route for: Open a Mongolia Ship Registry provisional file while the vessel completes the required RO inspection and statutory work.

Requirements for Provisional registration
  • MMA Form M1, Application form for registering a ship.
  • MMA Form M2, Declaration form on ownership.
  • Vessel name, IMO number, gross tonnage, net tonnage and deadweight.
  • Previous-registry certificates.
  • Owner identification or passport, or Certificate of Incorporation.
  • Official ownership evidence or a builder’s certificate for a new vessel.
  • Relevant statutory certificates issued by the applicable recognized organization.
  • Continuous Synopsis Record and master-and-crew list.
  • Technical-modification evidence and ship-manufacturer information, when applicable.
Validity
  • Provisional Certificate of Registry: six months.
  • MMA may grant one extension of up to three months where RO inspection could not occur for justifiable reasons and supporting evidence is submitted.

Permanent registration

Use this route for: Complete continuing Mongolia registration after the provisional stage or another qualifying filing.

Requirements for Permanent registration
  • MMA Form M1, Application form for registering a ship.
  • MMA Form M2, Declaration form on ownership.
  • Deletion certificate from the previous registry.
  • Carving and Marking Note signed and stamped by the applicable recognized organization.
  • Renewed recognized-organization statutory certificates for annual renewal.
  • Ownership, corporate, Continuous Synopsis Record, crew and route-specific technical records.
Validity
  • Permanent registration: up to one year, inclusive of the provisional period.
  • Annual renewal requires timely filing and renewed recognized-organization statutory certificates.

Single Delivery Voyage registration

Use this route for: Register a vessel for one permitted voyage to a buyer, demolition or scrapping destination, or shipyard for major repairs.

Requirements for Single Delivery Voyage registration
  • Single Delivery Voyage application and stated port-to-port voyage details.
  • Special Voyage Permit request and supporting voyage evidence.
  • Bill of Sale for delivery to a buyer, when applicable.
  • Demolition or scrapping evidence, or shipyard major-repair evidence, when applicable.
  • Towing-vessel particulars when the vessel cannot sail independently.
  • Ownership, prior-registry and technical records requested for the route.
Validity
  • Single Delivery Voyage certificate: up to three months.
  • Reissue for up to three months may be possible for valid reasons or force majeure with supplementary evidence.

Bareboat charter registration (bareboat charter-in)

Use this route for: Register a foreign vessel in Mongolia for a qualifying bareboat charter while its underlying foreign registration remains in place.

Requirements for Bareboat charter registration (bareboat charter-in)
  • MMA Form Z1, Application form for registering a bareboat charter ship.
  • Owner-signed request.
  • Original bareboat charter party or notarized copy.
  • Consent from the registrar or authority of the underlying registry.
  • Acknowledgement deed for ownership of the vessel.
  • Existing valid registration, technical, ownership and statutory registration certificates.
  • Ordinary MMA registration records required by the regulation.
Validity
  • Bareboat charter registration: up to two years under Maritime Law article 24.1, or the period stated in the charter and MMA decision.
  • Renewal is made from the initial registration date and requires renewed RO statutory certificates where applicable.

Use this route for: Record a ship mortgage with MMA as a separate registry action; it does not itself place a vessel on the Ship Registry.

Deletion, closure and cancellation

Use this route for: Complete a Mongolia registry deletion or closure filing; cancellation is an MMA compliance action rather than an elective registration service.

MMA publishes a recognized-organization framework and names five organizations in connection with technical surveys, but no current society-by-society authorization matrix or universal certificate package is public. Class and statutory routes therefore require vessel-specific scope verification; MMA retains flag-state oversight and issues its own administration documents.

Use this route for: Obtain or maintain class and technical-survey records through an organization whose current MMA authority covers the requested work.

  • Selected classification society or RO application.
  • Vessel particulars including IMO number, type, gross tonnage, service, cargo and trading area.
  • Current Class Certificate, class status and survey reports.
  • Outstanding conditions, recommendations or deficiencies.
  • Approved plans, technical particulars, machinery and electrical records.
  • Modification evidence and vessel access for the applicable survey.
Validity
  • Class certificate validity follows the selected organization’s rules, survey cycle and expiry date.

Use this route for: Obtain MMA recognition of a qualifying foreign Certificate of Competency for service on a Mongolian-registered vessel.

Requirements for MMA Certificate of Endorsement based on a foreign Certificate of Competency
  • MMA Application for Certificate of Endorsement, Form COE.
  • Valid STCW-95 Certificate of Competency with endorsement.
  • COC details including number, grade, issuing authority, issue date and expiry date.
  • Relevant Certificates of Proficiency and identity or passport documents.
  • Valid Medical Fitness Certificate.
  • Digital JPEG photograph, 35 mm by 45 mm, no more than 200 KB and 300 pixels per inch.
  • Issuing-authority authentication when requested by MMA.
  • Management-level knowledge declaration for the functions permitted, when applicable.
Validity
  • Provisional COE: three months.
  • Full-term COE: same validity period as the underlying COC after MMA verifies authenticity and supporting documents.
  • The COE becomes invalid if the vessel is deleted or cancelled or the seafarer serves on a vessel with a different flag, as stated in the regulation.
