One country, one working guide

Routes, requirements, timing and expected documents.

How to use this page

Palau’s Bureau of Marine Transportation and Office of Ship Registrar are the competent government functions identified in official material, while IMO lists Palau Ship Registry as the registry administrator. Pharaohs Marine reviews the route, prepares the file, coordinates submission and tracks delivery. For class and statutory work, when our surveyor appointment and the appointing organization’s current Palau authority are confirmed, our appointed surveyor can conduct the applicable survey or audit and manage certification directly from our office through that organization; otherwise we coordinate with an owner-selected authorized society. Seafarer files are submitted to the applicable training or flag route. The named authority remains the issuer.

Class & Statutory

Palau delegates statutory surveys, audits and certification to authorized ROs/RSOs and retains flag-state functions. Separate Palau-issued class procedure details are not published; class work is coordinated with the selected society and authorization must be verified.

Service routes

Class, statutory and inspection routes

RO/RSO delegated statutory survey, audit and certification

Use this route for: Coordinate Palau statutory surveys, inspections, audits or assessments through an authorized RO/RSO.

Requirements for RO/RSO delegated statutory survey, audit and certification
  • Vessel particulars and applicable vessel/company scope.
  • Current class/RO status and survey history.
  • ISM Document of Compliance where applicable.
  • Plans, manuals, equipment records, previous certificates, deficiencies and corrective-action evidence requested by the RO/RSO.
  • A.003 Application for Issuance of Convention Certificates where applicable.
Validity
  • Certificate-specific and survey-dependent; no universal period is published in the reviewed Palau notices.
Processing: Not published by the flag administration for this route.
Issued documents
  • Applicable statutory certificate(s) issued by the authorized RO/RSO on behalf of Palau, where within current authority.
Important conditions
  • Engagement is conditional on confirming that Pharaohs Marine has a current surveyor appointment and that the appointing society/RO/RSO has current Palau authority for the requested certificate; verify before engagement.
  • The named RO/RSO remains the surveyor and issuer; Palau retains administration responsibility and certificates may be withdrawn, cancelled or invalidated under the notice framework.
How Pharaohs Marine helps

Where the appointment and current Palau authority are confirmed, our appointed surveyor can conduct the applicable survey or audit and manage certification directly from our office through the appointing organization. If the owner selects another authorized society, we coordinate with it. The named RO/RSO or Palau authority remains issuer.

  • Engagement is conditional on confirming that Pharaohs Marine has a current surveyor appointment and that the appointing society/RO/RSO has current Palau authority for the requested certificate; verify before engagement.
How Pharaohs Marine helps

Where the appointment and current authority are confirmed, our appointed surveyor can conduct applicable work and manage certification through the appointing organization. If the owner selects another authorized society, we coordinate with it; Palau remains issuer of flag documents.

  • Engagement is conditional on confirming that Pharaohs Marine has a current surveyor appointment and that the appointing society/RO/RSO has current Palau authority for the requested certificate; verify before engagement.
  • The named classification society remains issuer; Palau remains issuer of any separate flag document.

Classification / RO list status 21 named organizations
Source date, scope and limitations

A current named combined RO/RSO list was verified: Marine Notice 133.7, Rev. 01/2026, names 21 organizations. The notice establishes delegated statutory RO/RSO functions, not Palau authorization to issue class certificates; no class-certificate scope or per-organization matrix is published in the reviewed Palau sources. The classification_certificate_authorized field is therefore false for these rows as a source-evidence indicator, not a finding that a society lacks class capability. Confirm current instrument and vessel/company scope directly before reliance.

Training-centre list status 5 named centres
Source date, scope and limitations

A current official Palau Ship Registry service-supplier directory was reviewed on 2026-09-13 and displayed 5 of 5 named Maritime Training Centers: one in Greece and four in India. The directory is a named provider list, but it does not publish centre-specific approval resolutions, exact course scope, or expiry dates; every row therefore states the required course-scope limitation and leaves resolution/validity unpublished. Marine Notice 199.5 Rev. 01/2026 confirms the Palau/STCW approval framework and five-year authorization-letter framework subject to audit, but it does not provide a named centre/course matrix in the reviewed notice text. Confirm current centre and course approval with Palau before enrollment.
