Seafarers’ certification under Panama

Certificates of Competency under Panama:
New certificates of competency is exclusively issued for Panamanians, however existing seafarers holding Panamanian COCs can still renew their licenses on the same rank under Panama
Requirements for renewal of Certificates of Competency (COC) and General Operator certificate (GOC) under Panama flag:
- Application form
- Copy of the COC under Panama
- Copy of GOC under Panama
- Medical certificate not more than three months
- Copy of seaman book including pages of sea service
- Scan copy of passport size photo
- Copy of all STCW courses by approved training center in Panama
- Passport copy
Endorsements under Panama:
Provisional certificate of endorsement (CT) is issued valid for three months with possibility of extension of another three months
During the three months period full term endorsement is issued with the same validity of the national license
Requirements for officers endorsements under Panama:
- Application form.
- Copy of national certificates of competency (all pages)
- Medical fitness certificate for seafarers, max. 6 months old
- Copy of four basic safety safety training certificate(s)
- Copy of ship security officer or designated security duties as applicable
- Copy of passport with minimum 6 months validity
- Digital color photo of applicant on white background
- Applicant signature in black
Requirements for ratings endorsements under Panama:
- Application form.
- Copy of Seaman’s Book/Certificate of Discharge documenting two years of experience or
- Letter of experience from vessel operator for the last two years of experience
- Copy of national certificates of competency (for ratings forming part of a watch)
- Medical fitness certificate for seafarers, maximum 6 months old
- Copy of four basic safety training certificates
- Copy of security awareness certificate
- Copy of passport with min. 6 months validity left
- Digital color photo of applicant on white background
- Applicant signature in black ink

- One working day processing time for endorsments
