How to use this page

Tanzania uses separate routes: TASAC for Mainland services and ZMA/TZIRS for Zanzibar local and international services. Pharaohs Marine identifies the correct route, prepares the file, coordinates submission and tracks delivery. For class and statutory work, when our surveyor appointment and the appointing organization’s current Tanzania or Zanzibar authority are confirmed, our appointed surveyor can conduct the applicable survey or audit and manage certification directly from our office through that organization; otherwise we coordinate with an owner-selected authorized society. Seafarer files go to the applicable TASAC, ZMA/TZIRS or approved-training route. The named authority remains the issuer.

Supported routes are split between Zanzibar ZMA/TZIRS and Mainland TASAC. Public information is fullest for TZIRS permanent, provisional and bareboat certificates; local/special forms and first-time Mainland registration require route confirmation.

Use this route for: Apply for a permanent Zanzibar international Certificate of Registry for an eligible vessel.

Requirements for Zanzibar/TZIRS Permanent Certificate of Registry
  • Completed TZIRS electronic Application for Registration, reviewed, signed and dated by the authorized signatory or signatories.
  • Proof of legal ownership.
  • Evidence that previous foreign registration, certificate or marine document was surrendered with issuing-authority consent or legally cancelled.
  • Seaworthiness evidence.
  • Valid Certificate of Measurement issued by an authorized body.
  • Evidence that vessel name, official number, tonnage details and port of registry are correctly and permanently marked.
  • Evidence of prescribed registration fees and related charges, as required by the registry.
Validity

  • Permanent Certificate of Registry issued by the TZIRS Registrar under ZMA.
Important conditions

Zanzibar/TZIRS Provisional Certificate of Registry

Use this route for: Apply for a provisional Zanzibar international Certificate of Registry while the prior-registration status is addressed under the TZIRS route.

Requirements for Zanzibar/TZIRS Provisional Certificate of Registry
  • Completed TZIRS electronic application, signed and dated by the authorized signatory or signatories.
  • Proof of legal ownership.
  • Evidence addressing prior foreign registration: consent and surrender for cancellation, immediate-surrender instructions to the Master, or lawful cancellation, as applicable.
  • Evidence of seaworthiness and fitness for safe operation.
  • Evidence of payment of initial registration fees and related charges.
  • Proof that vessel name, official number, tonnage and port-of-registry markings are complete or instructions for immediate completion.
Validity
  • Not published in the reviewed official route.

  • Provisional Certificate of Registry issued by the TZIRS Registrar under ZMA.
Important conditions
  • The Registrar decides whether the prior-registration evidence, seaworthiness and markings are satisfactory; originals follow the registry procedure where required.

Zanzibar/TZIRS Bareboat Charter Certificate of Registry

Use this route for: Apply for a Zanzibar bareboat-charter Certificate of Registry for a foreign-flagged vessel where the relevant foreign registry permits the arrangement.

Requirements for Zanzibar/TZIRS Bareboat Charter Certificate of Registry
  • Written application to the Registrar.
  • Certified true copy of the bareboat charter agreement in an acceptable form.
  • Ownership evidence and written consent of the registered owner.
  • Written consent from every recorded mortgagee, hypothecation holder or similar charge holder.
  • Foreign-registry written authorization for bareboat registration, or evidence that authorization is not required.
  • Official foreign-registry certificate of ownership and encumbrances, transcript of registry or equivalent.
Validity
  • Not more than five years, subject to the applicable requirements.

  • Bareboat Charter Certificate of Registry issued by the TZIRS Registrar under ZMA.
Important conditions
  • Owner, mortgagee/charge-holder and foreign-registry consents must match the charter and registry record; separate bareboat-charter-out notification duties may apply.

Tanzania Mainland/TASAC registration certificate and ship/vessel license route

Use this route for: Use TASAC for Mainland first-time registration, registration-certificate renewal or ship/vessel-license matters; first-time filing is not accepted through the reviewed online portal.

Requirements for Tanzania Mainland/TASAC registration certificate and ship/vessel license route
  • For renewal, Ship/Vessel ID and the current TASAC record or instructions for the vessel.
  • For first-time or direct TASAC filing, the current application and evidence requested by TASAC.
  • For construction or major rehabilitation where applicable: proof of ownership, technical specifications and plans, milestone inspection certificates, certificate of classification and builder’s certificate.

ZMA materials support Registrar/authorized Certifying Authority work, a recognized-organization list and separate class work, but do not publish a complete certificate-by-certificate delegation matrix. Verify current authority and certificate scope before engagement.

ZMA/Registrar flag statutory certification

Use this route for: Obtain applicable Zanzibar flag statutory certification where work is retained by ZMA/Registrar or performed by a Certifying Authority authorized by the Director General.

Requirements for ZMA/Registrar flag statutory certification
  • Vessel type, gross tonnage, IMO number, flag, intended voyage and service profile.
  • Current statutory certificates, survey reports, plans, technical particulars and deficiency or repair records as requested.
  • Proposed certificate list and evidence that applicable surveys are due or completed within the required windows.
Validity
  • Passenger Ship Safety Certificates are valid for not more than 12 months; Cargo Ship Safety Construction, Equipment, Radio and Cargo Ship Safety Certificates are valid for not more than five years, subject to surveys and applicable rules; an exemption certificate cannot exceed the referred certificate.

  • Applicable Cargo Ship Safety Construction, Cargo Ship Safety Equipment, Cargo Ship Safety Radio, Passenger Ship Safety or Exemption Certificate, issued by ZMA/Registrar or an authorized Certifying Authority within scope.

  • Exact certificate scope depends on ship type, tonnage, voyage and written authorization; ZMA/Registrar retains any administration-side decision.

Statutory survey or certificate through a ZMA-recognized organization

Use this route for: Coordinate delegated statutory survey or certification through a ZMA-listed RO only when its current written authority covers the vessel, convention and requested certificate.

  • Vessel type, gross tonnage, IMO number, flag, intended voyage and service profile.
  • Current statutory certificates, survey reports, plans, technical particulars and deficiency or repair records.
  • Selected RO appointment and current ZMA authorization confirming the precise vessel, ship-class, convention and certificate scope.
Validity
  • The ZMA RO list was verified on 3 December 2025; the list does not publish individual authorization or issued-certificate validity periods.

  • Applicable statutory certificate or endorsement issued by ZMA or the authorized RO within written scope; an RO listing is not a class certificate by default.
Important conditions

Use this route for: Arrange classification or a class notation with the selected classification organization, separately from Zanzibar flag statutory certification.

Current named list verified: the official TZIRS Approved Recognized Organizations directory, reviewed 2026-09-13, names 25 organizations (12 in its IACS section and 13 in its NON-IACS section). An additional older named list is also verified: ZMA’s official RO PDF names 13 organizations and states it was verified 3 December 2025. The reviewed lists do not publish certificate-by-certificate delegation, class certificate authorization, or organization-specific scope matrices; therefore no class authority is inferred from RO listing and classification_certificate_authorized is null unless a flag authorization is expressly published (none was).

Seafarer Certification

Zanzibar/TZIRS supports recognition endorsements for valid national CoC/CoP and related seafarer documents; Mainland TASAC rules support national COC/CoP and SID routes. Underlying certificates remain with their issuing administration, and no general first-national-COC Zanzibar route is asserted.

Zanzibar/TZIRS STCW recognition endorsement

Use this route for: Recognize a valid national CoC or CoP for service aboard a Zanzibar-flagged vessel; this is an endorsement, not a new national certificate.

Requirements for Zanzibar/TZIRS STCW recognition endorsement
  • Completed TZIRS seafarer application and vessel-specific cover letter.
  • Valid national Certificate of Competency or Certificate of Proficiency and existing STCW certificates or endorsements.
  • Official issuing-authority verification confirming legal name, certificate number, issue date and expiry date.
  • Valid medical fitness certificate and drug-and-alcohol test results, each not older than one year at submission.
  • Recent colour passport-style photograph.
  • Relevant STCW short-course certificates and employer, owner or operator confirmation.
Validity
  • The underlying national CoC/CoP must be valid and unexpired at application; a universal Zanzibar endorsement expiry period is not published in the reviewed official route.
Processing: For a complete and compliant application, TZIRS publishes acknowledgement typically within one business day and standard processing generally within three to five business days.

  • Zanzibar/TZIRS STCW recognition endorsement issued by TZIRS under ZMA.
Important conditions
  • TZIRS verifies identity, authenticity and compliance; the accepted-country list is not automatic acceptance and additional evidence may be requested.

Use this route for: Apply for the specific Zanzibar seafarer identity document supported by the current ZMA procedure; these documents are not a national COC or CoP.

Tanzania Mainland/TASAC national COC or CoP

Use this route for: Apply to the Mainland Registrar of Seafarers for a national COC or CoP for a supported master, officer, GMDSS radio operator or rating capacity.

Requirements for Tanzania Mainland/TASAC national COC or CoP
  • Completed application to the Registrar of Seafarers.
  • Identity and age evidence.
  • Medical Fitness Certificate.
  • Sea-service records and qualifying Continuous Discharge Certificate where applicable.
  • STCW training certificates, qualification evidence and examination evidence.
Validity
  • The reviewed rules require medical fitness and continued professional competence at intervals not exceeding five years; no single universal expiry period for every capacity is published in the reviewed route.

Tanzania Mainland/TASAC Seafarers’ Identity Document (SID)

Use this route for: Apply for a Mainland Tanzania SID after meeting the citizenship, qualifying CDC/COC and medical requirements.

Requirements for Tanzania Mainland/TASAC Seafarers’ Identity Document (SID)
  • Prescribed TASAC online SID application.
  • Evidence of United Republic citizenship.
  • Certified passport, qualifying Continuous Discharge Certificate or COC with at least six months validity.
  • Criminal-record evidence.
  • Medical Fitness Certificate with at least six months validity.
  • Proof of payment, followed by biometric capture and original-document verification.
