Minimum safe manning certificate is issued by the flag state to indicate the minimum required crew to operate the vessel safely
The minimum crew depends on the following:
- GRT
- Type
- Area of navigation
- Ii engine room non-attended or attended
- Vessel is equipped with GMDSS or not
Usually it is issued for provisional period first, in some flags the provisional is one month and in some others it is three months
